  • Arleigh Burke Class Destroyers: Observations on the Navy’s Hybrid Electric Drive Program

    In 2009, the Secretary of the Navy set goals to reduce fuel consumption and, 2 years later, initiated a program to install Hybrid Electric Drive (HED) systems on its fleet of Arleigh Burke class (DDG 51 Flight IIA) destroyers. The HED system draws surplus power from the ship's electric system and uses it to propel the ship. This allows the crew to turn off the propulsion engines and save fuel. Since 2011, Navy officials told us that they have spent over $100 million on the development, purchase, and upgrade of six HED systems. In October 2018, the Navy completed installation of one of the systems on the USS Truxtun (DDG 103). However, the Navy has yet to install the remaining five HED systems and now plans to use them to support another research effort. The Navy issued a January 2020 report to Congress on the HED system installed on the USS Truxtun, but did not include some requested information. For example, while the report included performance information from operations on board the USS Truxtun, it did not include sufficient information to determine the overall performance of the HED system. A comprehensive test and evaluation could have assessed the system's performance, reliability, and cyber survivability to inform program decision-making. Further, the report did not include a summary of planned investment that includes: an assessment of the costs and benefits of the HED system, or a projection of the funding needed to execute the program. The Navy stated that it did not include a summary of the planned investments in the report because the HED program was not included in the President's fiscal year 2020 budget and also due to the need for additional HED data. However, Congress appropriated $35 million in funding for the HED program in 2020, which was available to support ship installation of the five previously purchased HEDs. The Navy stated that it can only use a small portion of this funding before it expires in September 2022 since the systems cannot be upgraded and incorporated into a ship's maintenance schedule in the next 3 years. In summer 2020, Navy requirements officials informed GAO and Congress that they plan to suspend the HED program and send the five surplus HED systems to support research into a new electric motor, known as Propulsion Derived Ship Service (PDSS). Navy requirements officials identified several reasons for suspending the HED program, but these reasons differ from information GAO obtained during the course of this review. For example: Navy officials stated that it is expensive to maintain the HED system. However, the commanding officer and crew of the USS Truxtun and senior Navy engineers stated that the system requires little maintenance. Navy officials also stated that the HED is not used very often in operations. According to the Navy's January 2020 report, the system was designed for low-speed operations (speed up to 11 knots), which comprise more than one-third of a typical DDGs operating profile. GAO did not assess the Navy's decision to use the HED systems for PDSS research because the Navy did not have documentation regarding the requirements, testing, schedule, or costs of the PDSS effort. GAO could not determine the merits of suspending the HED program and using the other five HED systems for the PDSS effort because the Navy has yet to complete analysis that determines the costs, benefits, and performance necessary to support such a decision. If the Navy completes a further assessment—which has been requested by Congress—it could provide the information necessary to inform future decisions about the HED program. This report assesses the Navy's HED program. Senate Report 115-262 accompanying the John S. McCain National Defense Authorization Act for Fiscal Year 2019 asked the Navy to submit a report on the HED system installed on the USS Truxtun. GAO was asked to review the Navy's report and the Navy's recent decision to suspend the HED program to pursue the PDSS research project. This report (1) examines the extent to which the Navy's report on the USS Truxtun included information regarding the assessment areas as requested by Congress; and (2) describes the Navy's decision to suspend the HED program and use the HED systems for the PDSS research effort. To conduct this work, GAO reviewed the Navy's 2020 report on the HED system, analyzed data and documentation the Navy used to guide investments, and assessed HED performance information. GAO also interviewed relevant Navy officials, such as the commanding officer and other senior crew of the USS Truxtun, and Navy engineers. GAO is not making any recommendations.   • Freedom of Information Act: Actions Needed to Improve Agency Compliance with Proactive Disclosure Requirements

    What GAO Found The FOIA Improvement Act of 2016 expanded the requirement for agencies to proactively disclose certain records—making the records publicly available without waiting for specific requests. Of the three agencies GAO reviewed—Federal Aviation Administration (FAA), Department of Housing and Urban Development (HUD), and Veterans Health Administration (VHA)—only VHA aligned its policies and procedures with applicable Freedom of Information Act (FOIA) proactive disclosure requirements. Although FAA officials stated that the agency has processes to identify and post proactive disclosures, it has not documented these processes. HUD has FOIA regulations, updated in 2017, that address proactive disclosure, but its standard operating procedures have outdated sections that do not reflect statutory requirements. GAO also found that HUD, VHA, and FAA did not fully comply with the statutory reporting requirements and Department of Justice's (DOJ) guidance to accurately report proactive disclosures. The FOIA Improvement Act of 2016 requires agencies to report the number of records the FOIA and program offices proactively disclosed each fiscal year. From fiscal years 2017 through 2019, HUD incorrectly reported zero proactive disclosures, while VHA and FAA did not track and report all required categories of proactive disclosures in fiscal year 2019 (see table). OIP told GAO that it asked agencies that report zero proactive disclosures to confirm that this was accurate, but it did not follow up with these agencies. For example, OIP asked HUD officials to confirm that HUD intentionally reported zero proactive disclosures, but did not ask why HUD had zero proactive disclosures. In addition, GAO's review of annual FOIA data found that 25 of 118 agencies reported zero proactive disclosures in fiscal years 2018 and 2019. OIP said that agencies with a low volume of requests may have fewer records to proactively disclose. However, by not following up with agencies that report zero proactive disclosures, OIP is not using an available tool that may strengthen its efforts to encourage agencies to make required disclosures. OIP and National Archives and Records Administration (NARA)'s Office of Government Information Services (OGIS) officials stated that making proactive disclosures accessible is a challenge for agencies. To assist agencies in addressing such challenges, OGIS periodically reviews agencies' compliance with FOIA and recently issued a report that included strategies for making proactive disclosures accessible. Why GAO Did This Study FOIA, enacted into law more than 50 years ago, requires federal agencies to provide the public with access to government records and information, including through proactive disclosures. FOIA proactive disclosures enhance transparency by ensuring that certain information about the operations and activities of the government is publicly available. GAO was asked to review federal agencies' efforts to implement FOIA requirements regarding proactive disclosures. This report assesses the extent to which selected agencies (1) aligned their policies and procedures with FOIA requirements, and (2) tracked and reported these disclosures. GAO also assessed the effectiveness of the tools, resources, and oversight provided by DOJ and NARA to address known challenges to agencies' FOIA compliance. GAO selected three agencies—FAA, HUD, and VHA—that reflect, among other things, a range in the agency-reported number of FOIA requests received and records proactively disclosed. GAO reviewed DOJ, NARA, FAA, HUD, and VHA documents and interviewed agency officials.

  • International Law Enforcement Operation Targeting Opioid Traffickers on the Darknet Results in 150 Arrests Worldwide and the Seizure of Weapons, Drugs, and over $31 Million

    Today, the Department of Justice, through the Joint Criminal Opioid and Darknet Enforcement (JCODE) team joined Europol to announce the results of Operation Dark HunTor, a coordinated international effort on three continents to disrupt opioid trafficking on the Darknet. The operation, which was conducted across the United States, Australia, and Europe, was a result of the continued partnership between JCODE and foreign law enforcement against the illegal sale of drugs and other illicit goods and services. Operation Dark HunTor builds on the success of last year’s Operation DisrupTor and the coordinated law enforcement takedown earlier this year of DarkMarket, the world’s then-largest illegal marketplace on the Darknet. At the time, German authorities arrested the marketplace’s alleged operator and seized the site’s infrastructure, providing investigators across the world with a trove of evidence. Europol’s European Cybercrime Centre (EC3) and JCODE have since been compiling intelligence packages to identify key targets.

  • Security Assistance: State and DOD Need to Assess How the Foreign Military Financing Program for Egypt Achieves U.S. Foreign Policy and Security Goals

    Since 1979, Egypt has received about $60 billion in military and economic assistance with about $34 billion in the form of foreign military financing (FMF) grants that enable Egypt to purchase U.S.-manufactured military goods and services. In this report, GAO (1) describes the types and amounts of FMF assistance provided to Egypt; (2) assesses the financing arrangements used to provide FMF assistance to Egypt; and (3) evaluates how the U.S. assesses the program's contribution to U.S. foreign policy and security goals.Egypt is currently among the largest recipients of U.S. foreign assistance, along with Israel, Afghanistan, and Iraq. Egypt has received about $1.3 billion annually in U.S. foreign military financing (FMF) assistance and has purchased a variety of U.S.-manufactured military goods and services such as Apache helicopters, F-16 aircraft, and M1A1 tanks, as well as the training and maintenance to support these systems. The United States has provided Egypt with FMF assistance through a statutory cash flow financing arrangement that permits flexibility in how Egypt acquires defense goods and services from the United States. In the past, the Defense Security Cooperation Agency (DSCA) accumulated large undisbursed balances in this program. Because the flexibilities of cash flow financing permit Egypt to pay for its purchases over time, Egypt currently has agreements for U.S. defense articles and services worth over $2 billion--some of which are not due for full payment until 2011. The Departments of State (State) and Defense (DOD) have not conducted an assessment to identify the risks and impacts of a potential shift in FMF funding. Officials and many experts assert that the FMF program to Egypt supports U.S. foreign policy and security goals; however, State and DOD do not assess how the program specifically contributes to these goals. U.S. and Egyptian officials cited examples of Egypt's support for U.S. interests, such as maintaining Egyptian-Israeli peace and providing access to the Suez Canal and Egyptian airspace. DOD has not determined how it will measure progress in achieving key goals such as interoperability and modernizing Egypt's military. For example, the U.S. Central Command, the responsible military authority, defines modernization as the ratio of U.S.-to-Soviet equipment in Egypt's inventory and does not include other potentially relevant factors, such as readiness or military capabilities. Achieving interoperability in Egypt is complicated by the lack of a common definition of interoperability and limitations on some types of sensitive equipment transfers. Given the longevity and magnitude of FMF assistance to Egypt, evaluating the degree to which the program meets its goals would be important information for congressional oversight, particularly as Congress assesses the balance between economic and military assistance to Egypt as well as the impact on U.S. foreign policy interests.
