This product is a supplement to 2020 Census: Office Managers’ Perspectives on Recent Operations Would Strengthen Planning for 2030 (GAO-21-104071).
This electronic supplement serves as a companion to GAO-21-104071, 2020 Census: Office Managers’ Perspectives on Recent Operations Would Strengthen Planning for 2030. It presents regional and national summaries of the six waves of our survey of the Census Bureau’s 248 area census office managers during the 2020 Census. We surveyed the managers for their perspectives on topics such as work environment, information technology, enumeration operations, and the partnership program.
We administered web-based questionnaires in late February to early March, early April, late May, late June to early July, late August, and late September to early October. Because the onset of the COVID-19 pandemic occurred during the planning of our second questionnaire, which was administered in early April, we adjusted subsequent questionnaires to also include pandemic-related topics.
Copies of the web-based questionnaires are linked below with questions and results for each wave accessible from the resulting page. We present these survey results in aggregate form as well as by region where the number of responses across answer categories in conjunction with item response rates was sufficient to avoid disclosing or identifying an individual respondent’s specific response. To avoid disclosure, where necessary we combined regions’ responses, reported only national totals, or suppressed publishing any results. We did not include respondent narrative results that were provided to open-ended questions for any of the waves of our survey, as some of these narratives could reveal the respondent’s identity.
We conducted the work upon which this supplement is based in accordance with generally accepted government auditing standards. Those standards require that we plan and perform the audit to obtain sufficient, appropriate evidence to provide a reasonable basis for our findings and conclusions based on our audit objectives.
