MR PRICE:  Thanks very much, and thanks, everyone, for joining us today.  We’re happy to have you for this call previewing the Secretary’s upcoming travel to Colombia and Ecuador.  We announced that on Friday, and we depart bright and early tomorrow morning.  Just a reminder, this call is on the record but embargoed until the call is completed.  And we’ll, of course, focus on answering questions related to the trip.  As we always do, we’ll post a transcript after the fact on state.gov.

It’s all too infrequent that I can say this, but it’s my pleasure to have our newly confirmed assistant secretary on the line with us, our Assistant Secretary for the Bureau of Western Hemisphere Affairs, Ambassador Brian Nichols.  He’ll offer some opening remarks, and then we’ll take your questions.

With that, I will turn it over to Assistant Secretary Nichols to begin.

AMBASSADOR NICHOLS:  Good afternoon.  Thanks, Ned.  Thank you all for joining us today as we preview the Secretary’s upcoming travel to Quito and Bogotá.

Tomorrow, Secretary of State Blinken will lead a U.S. delegation first to Quito, then to Bogotá.  I will accompany the Secretary on his trip, along with Assistant Secretary for International Narcotics and Law Enforcement Affairs Todd Robinson, State Department Spokesman Ned Price, and National Security Council Senior Director for the Western Hemisphere Juan Gonzalez.

Before talking about the priorities for this trip, I want to share why we are visiting Ecuador and Colombia.  The United States and Ecuador share a rich history of partnership and cooperation that spans almost 200 years when we appointed the first U.S. consul to Guayaquil, Ecaudor.  We’re quickly approaching our bicentennial celebration with Colombia as well, and share mutual interests in economic prosperity, democratic governance, regional security, environmental sustainability, and academic exchanges with both countries.

The United States supports the Government of Ecuador’s determination to strengthen democratic institutions, counter transnational organized crime, and increase economic prosperity while respecting the rights of the people of Ecuador.

With respect to Colombia, the United States first established diplomatic relations in 1822 following Colombia’s independence from Spain.  As one of the oldest democracies in Latin America, Colombia shares our commitment to promoting security, prosperity, and democratic governance across the Western Hemisphere.

In Quito, the Secretary will meet with President Guillermo Lasso and Foreign Minister Mauricio Montalvo, crucial partners and a strong example of the benefits democratic governance can provide its people.

The Secretary will also deliver his first remarks on the importance of democracy through which he will showcase how inclusive and responsive democratic institutions fend off corruption and implement economic policies that emphasize inclusive growth and environmental protection.

The Secretary will end his visit to Quito by participating in a business event highlighting opportunities for collaboration with small and medium-sized businesses, which are the engine of job creation and sustainable economic growth.

In Bogotá, the Secretary will meet with President Ivan Duque and Vice President and Foreign Minister Marta Lucía Ramírez to highlight our shared priorities, including advocating for strong democratic governments throughout the region, supporting sustainable peace and reconciliation, and addressing irregular migration.

While in Colombia, the Secretary will lead a migration ministerial co-hosted with Colombia to address irregular migration with our regional partners to support safe, orderly, and humane migration policy.  Additionally, the Secretary will open the U.S.-Colombia High-Level Dialogue, participate in a conversation on human rights with Colombian youth leaders and civic activists, and attend an event highlighting Colombia’s diverse ecosystems and market-based solutions to reduce deforestation and address the climate crisis.

The Secretary’s visit to both Colombia and Ecuador sends a clear signal that we support vibrant, inclusive democracies that respect the rights of their citizens.  We look forward to discussions with our Ecuadorian and Colombian counterparts during this trip to meet today’s challenges.

QUESTION:  Oh, hello.  Yes, thank – oh, thank you, hi, yes.  I wondered how much the need to counter China and China’s influence in Latin America is forming a part of this conversation – of these trips and your dialogue with Lasso and Duque.  Thank you.

AMBASSADOR NICHOLS:  Thanks very much.  The focus here is on our shared democratic goals, vision, and priorities and how we can support those efforts in our partner countries like Colombia and Ecuador, but also how we can work together to promote a more democratic hemisphere.  I think when we look at our hemisphere, we are one that has enshrined the values of democracy in our crucial documents – the Inter-American Democratic Charter, for example.  And I’m reminded of that with the passing of Secretary Powell, who led our delegation for the signing of that on September 11th, 2001.  And promoting those shared values really will be the focus of this trip and promoting those shared values to the benefit of our peoples is something that all of us will be working on.

MR PRICE:  We’ll go to Will Mauldin.

QUESTION:  (Inaudible) much for having this.  I was wondering about the migration ministerial, which countries will be involved, and what Secretary Blinken’s message would be.  We’ve heard in the Central American trip that there’s sort of a right to remain in your country.  Is that the message that the U.S. will be bringing?  And then what he will be asking the other countries to do to stop irregular migration and what sort of leverage the U.S. has on that.  Thank you.

AMBASSADOR NICHOLS:  Thanks very much.  So we are focusing on both short and long-term goals in this ministerial conversation.  There’s an unprecedented migratory flow through the Western Hemisphere right now, and we’re going to talk about our shared responsibility for humane migration management.  And we’re also going to talk about the long-term needs to address the causes that drive migration in the Americas.

We will look for countries to work to address the situation within their borders in terms of whether or not they are transit countries, whether or not they are countries where migrants have been staying for an extended period of time, and whether or not they can take steps to both protect migrants and ensure that they are not moving in an irregular fashion around the hemisphere.  We’ll look at legal pathways and explore options to create new pathways for labor movement within the region, strengthen law enforcement to deal with human trafficking networks, facilitate returns to countries of most recent residence.  Those are broadly the types of things that we’ll be looking at during the ministerial.

MR PRICE:  We’ll go to Shaun Tandon.

QUESTION:  Hi, there.  Thanks for doing the call.  Could I ask you about Venezuela in the context of this trip?  In both Ecuador and particularly in Colombia, to what extent are you going to be speaking to the two countries about what’s happening in Venezuela?  Do you think that they could play potentially roles in the future in trying to sort out what’s happening there?  Thanks.

AMBASSADOR NICHOLS:  Well, Colombia in particular, but also Ecuador have a deep interest in promoting a return to democracy in Venezuela.  And we talk about issues of interest with them on a regular basis.  Colombia in particular hosts nearly two million Venezuelan migrants, least – at least 1.8 million.  And Ecuador similarly has a large presence of Venezuelan migrants who have had to depart their home country because of the lack of respect for fundamental freedoms in that country.

So that will certainly be something that we discuss in our bilateral conversations.  And as one of the – Venezuela is one of the countries that has among the worst human rights records in our hemisphere, it’s certainly a topic that is germane to our discussion about what we can do to promote democracy in the Americas.

MR PRICE:  We’ll go to the line of Gustau Alegret.

QUESTION:  Thank you for doing this.  I have a couple of questions.  The first one is, Ecuador and Colombia are both countries where drug trafficking are part of the main concerns for the U.S.  And my question is:  Is Secretary Blinken going to announce any new agreement or task force to confront the increase of drug trafficking, particularly in Ecuador?  And the second question is regarding to the agenda of the Secretary Blinken.  The death of Colin Powell is going to change in any way this trip to Latin America?  Thank you.

AMBASSADOR NICHOLS:  So I’ll take the second part first.  So I’m not aware of any changes to the agenda for our travels, but the passing of Secretary Powell, as I said in my earlier remarks, is certainly foremost on all of the minds of those who had the pleasure to know him and to work with him, and we mourn his loss deeply.

The issue of transnational organized crime and narcotics trafficking is a key issue in our relationships around the hemisphere, particularly with Colombia and Ecuador.  We have robust cooperation with those countries to address transnational organized crime, and we’ll continue to talk about that as we move forward and look to ways to continue to strengthen democracies in those countries, to support implementation of the peace accords in Colombia, to look at ways that we can provide a stable, productive, licit livelihoods for the peoples of those countries.  And that’s an ongoing conversation that we’ve had with both countries for many years, and this will be yet another opportunity to discuss those issues.

MR PRICE:  We’ll go to Regina Garcia Cano, please.

QUESTION:  Thank you.  You just mentioned the crisis of Venezuela and democracy.  Over the weekend, as you know, the – President Maduro decided to pull out of negotiations following the extradition of his close ally to the U.S.  Why is the reaction of the department to his decision to pull out of negotiations?  And how will this potentially impact your discussions while you’re in Colombia?

AMBASSADOR NICHOLS:  So we support Venezuela-led negotiations between the Unity Platform and the Maduro regime.  They should lead to the peaceful restoration of the democracy that Venezuelans deserve and the end to the deeply troubling and horrific human rights abuses in that country and alleviation of Venezuela’s dire humanitarian crisis.  By suspending participation in these negotiations, the Maduro regime places its own interests and the interests of perhaps one person over that of the Venezuelan people.  So we’re going to continue to work with our Venezuelan and international partners to provide assistance to help the Venezuelan crisis and support its people.  And we call on our international partners to join us in doing that.

MR PRICE:  We’ll go to Laura Kelly.

QUESTION:  Hi.  Thank you for taking my question.  Mr. Assistant Secretary, how will the COVID-19 pandemic be discussed on this trip?  And are you concerned over the risks presented by possible instances of Havana syndrome, given reports that U.S. diplomats have suffered from these anomalous health incidents in Colombia?

AMBASSADOR NICHSOLS:  So let me take the second part first.  The health and welfare of our people is our highest priority, and we will do everything that we can to support them.  The Government of the United States and our partners around the world work closely with us to support the health, safety, and welfare of our people.  And I’m going to leave it at that.  The – so sorry, I forgot the first part of the question.  I apologize.

MR PRICE:   COVID-19.

QUESTION:  Also, I’ll go in another – can you hear me?

AMBASSADOR NICHOLS:  Yeah.  So COVID-19.  Great.  So we will in our bilateral meetings talk about COVID-19 and our joint response.  We have done a lot to support COVID-19 vaccines and assistance to both Colombia and Ecuador, and we will continue to do that.  We’ve donated six million COVID-19 vaccine doses to the Colombian people, and we are very much focused on the importance of overcoming this pandemic to ensure that countries can rebuild and build back better from the COVID-19 pandemic.  And in addition to vaccines, we’ve provided a wide variety of health and economic infusions to ensure that the people of both Colombia and Ecuador have the opportunity to rebuild from this pandemic.

MR PRICE:   Over to Simon Lewis.

QUESTION:  Hi.  Thanks for doing this.  I just wanted to follow up a little bit on the question about sort of democracy, the promotion.  I wonder if there’s anything you can preview on what the Secretary’s going to be saying about the influence of democracy in the region.  Is there sort of a landmark speech on that that we can expect?  What kind of things – what kind of things is he going to be saying?

And then specifically in these two countries, are there messages about these are the dividends of taking the democratic path when, as you sort of said, that’s under threat in a lot of countries in the region?

And then, connected to that, I wonder if there’s a tie-in with the upcoming Summit for Democracy?  Are these two countries going to be part of that?  Will you be discussing tie-ins for that, and do you expect there to be a lot of countries from this region who take part in that event?  Thank you.

AMBASSADOR NICHOLS:  So the Secretary will highlight how specifically countries like Ecuador and Colombia have been able to build on their democratic values and commitment to benefit their peoples.  And I don’t want to get into the specifics because I think that’s for the Secretary.  But I will say that if you look in the case of Ecuador, for example, the immediate progress that President Lasso made in delivering COVID-19 vaccinations to the people of his nation in comparison with the administration that preceded him is a concrete example of what a transparent and democratic government can achieve to the benefit of its people.

I should note that I did mention the donation that we did to Colombia for vaccines, but I didn’t mention Ecuador.  So I’ll just note that we provided two million Pfizer doses to Ecuador and over $32 million in pandemic-related assistance to Ecuador, so to make sure that both countries are captured in our assistance number.

When we see – turning back to the focus on democracy, transparency, when we see democratic governments that are committed to the values of rule of law and transparency operating, they deliver real benefits for their people.  And we believe that both of the governments that we will be visiting have shown that commitment and it’s translated into real and concrete benefits for their peoples.

MR PRICE: We’ll take a couple final questions.  Anthony Zurcher.

QUESTION:  Yes, thank you for taking this this call.  You talk about South American nations serving as transit countries.  How much of the upcoming migration discussions are going to be specifically about what took place with the recent surge of Haitians that came through South America, what its causes were, and what kind of steps can be taken to prevent that from happening again, or at least to prevent the United States from being apparently caught off guard by the size of the movement?

AMBASSADOR NICHOLS:  So that will be a substantial focus of the conversation.  The two largest migrant flows on the continent are Venezuelans and Haitians at the moment, and we will talk about specific steps that countries can take to mitigate the situation.

And it is a – no two countries are precisely the same, and we’ll be looking at what each of us can do.  It’s a shared responsibility.  It’s not something where we point at Country X and say, “You need to do better.”  We all need to do better to promote safe, humane, regular migration, to deal with the transnational networks that are facilitating this, to ensure that – and to the extent possible in countries where migrants are departing – that they have opportunities and don’t feel the need to migrate.

That’s particularly difficult in a country like Venezuela where the government ignores the basic human needs of its people.  And in the case of Haiti, it’s a country that unfortunately has suffered a series of natural disasters as well as political unrest and high levels of crime.  So working to address those longer-term root causes in all the countries where migrants are moving is something that we will be discussing.

And while this is going to be an important milestone, it’s not going to be – it wasn’t the first.  We’ve discussed some of these issues with key partners in New York on the margins of the UN General Assembly, and there will be continuing discussions with our foreign and international partners for quite some time to come.

MR PRICE:  We’ll take a final question from David Alandete.

QUESTION:  Thanks for doing this.  I wanted to ask you – last week, European Union foreign affairs secretary was here, Josep Borrell.  And he was very – he was defending here the need to actually send a mission of observation to the elections in Venezuela in November.  When we asked him about the U.S. position, he said that he hadn’t heard anything against it.  So I wanted to ask you if you think, given that Maduro pulls out, as we – as you guys were discussing before, from the negotiations in Mexico, if the United States thinks it’s a good idea to still send an observation mission to the elections in November.  Thank you so much.

AMBASSADOR NICHOLS:  So let me plug my favorite book, which is called How to Rig an Election by Nic Cheeseman and Brian Klaas.  And in it, they discuss the fact that things that make elections free and fair often in the modern world occur well before the day that people go to the ballot box to vote.  And I think that a comprehensive look at all of the elements that form an electoral process should be considered.  And while I think it is useful for the European Union to send a delegation to observe what’s going on, but that should be a broad lens that they are looking through.

The preparations and the run-up to a vote, for example, we’ve already seen candidates disqualified and people detained and unable to participate in the process leading up to an election, and limitations and restrictions on – in access to the media, and other challenges for the opposition to compete on a level playing field.  So those factors need to be taken into account, not just what happens on election day when people go to the polls.  So within the context of taking a broad look at the entire situation, I think that’s very valuable.

MR PRICE:  And we’ll take one final question – actual final question this time – from Lara Jakes.

QUESTION:  Hi.  Thank you so much for picking up my question.  I was hitting my dial pad to no avail for a while.  Regarding the stalled political negotiations for Venezuela, Mr. Secretary, are you now saying that the ball is in Maduro’s court for returning to them?  And might the discussions in Ecuador and Colombia touch on how it might be – how Mr. Maduro might be enticed or encouraged to return to these talks, especially at a time that some of the Lima Group states are withdrawing or abstaining from their support for Mr. Guaido?

AMBASSADOR NICHOLS:  So if the Maduro regime is serious about wanting to forge a better future for its people, addressing the humanitarian issues that are on the table now for the round of talks that the regime decided to boycott, the Maduro regime could demonstrate that by returning to the table.  The Unitary Platform is ready to meet with them.  They said – they had that in their – the press conference that they held over the weekend.  And I think that if the Maduro regime were serious about its stated concerns for the Venezuelan people, they would actually sit down with their fellow countrymen and work toward solutions.  And if they make progress in that regard, the United States will welcome it.

  • Rebuilding Iraq: Stabilization, Reconstruction, and Financing Challenges
    In U.S GAO News
    The United States, along with coalition partners and various international organizations, has undertaken a challenging and costly effort to stabilize and rebuild Iraq following multiple wars and decades of neglect by the former regime. This enormous effort is taking place in an unstable security environment, concurrent with Iraqi efforts to transition to its first permanent government. The United States' goal is to help the Iraqi government develop a democratic, stable, and prosperous country, at peace with itself and its neighbors, a partner in the war against terrorism, enjoying the benefits of a free society and a market economy. In this testimony, GAO discusses the challenges (1) that the United States faces in its rebuilding and stabilization efforts and (2) that the Iraqi government faces in financing future requirements. This statement is based on four reports GAO has issued to the Congress since July 2005 and recent trips to Iraq. Since July 2005, we have issued reports on (1) the status of funding and reconstruction efforts in Iraq, focusing on the progress achieved and challenges faced in rebuilding Iraq's infrastructure; (2) U.S. reconstruction efforts in the water and sanitation sector; (3) U.S. assistance for the January 2005 Iraqi elections; and (4) U.S. efforts to stabilize the security situation in Iraq (a classified report).The United States faces three key challenges in rebuilding and stabilizing Iraq. First, the security environment and the continuing strength of the insurgency have made it difficult for the United States to transfer security responsibilities to Iraqi forces and progressively draw down U.S. forces. The security situation in Iraq has deteriorated since June 2003, with significant increases in attacks against Iraqi and coalition forces. In addition, the security situation has affected the cost and schedule of rebuilding efforts. The State Department has reported that security costs represent 16 to 22 percent of the overall costs of major infrastructure projects. Second, inadequate performance data and measures make it difficult to determine the overall progress and impact of U.S. reconstruction efforts. The United States has set broad goals for providing essential services in Iraq, but limited performance measures present challenges in determining the overall impact of U.S. projects. Third, the U.S. reconstruction program has encountered difficulties with Iraq's inability to sustain new and rehabilitated infrastructure projects and to address basic maintenance needs in the water, sanitation, and electricity sectors. U.S. agencies are working to develop better performance data and plans for sustaining rehabilitated infrastructure. As the new Iraqi government forms, it must plan to secure the financial resources it will need to continue the reconstruction and stabilization efforts begun by the United States and international community. Iraq will likely need more than the $56 billion that the World Bank, United Nations, and CPA estimated it would require for reconstruction and stabilization efforts from 2004 to 2007. More severely degraded infrastructure, post-2003 conflict looting and sabotage, and additional security costs have added to the country's basic reconstruction needs. However, it is unclear how Iraq will finance these additional requirements. While the United States has borne the primary financial responsibility for rebuilding and stabilizing Iraq, its commitments are largely obligated and future commitments are not finalized. Further, U.S. appropriations were never intended to meet all Iraqi needs. In addition, international donors have mostly committed loans that the government of Iraq is just beginning to tap. Iraq's ability to financially contribute to its own rebuilding and stabilization efforts will depend on the new government's efforts to increase revenues obtained from crude oil exports, reduce energy and food subsidies, control government operating expenses, provide for a growing security force, and repay $84 billion in external debt and war reparations.

  • Border Security: Observations on Costs, Benefits, and Challenges of a Department of Defense Role in Helping to Secure the Southwest Land Border

    What GAO FoundThe National Defense Authorization Act for Fiscal Year 2011 mandated that GAO examine the costs and benefits of an increased Department of Defense (DOD) role to help secure the southwest land border. This mandate directed that GAO report on, among other things, the potential deployment of additional units, increased use of ground-based mobile surveillance systems, use of mobile patrols by military personnel, and an increased deployment of unmanned aerial systems and manned aircraft in national airspace. In September 2011, GAO reported that DOD estimated a total cost of about $1.35 billion for two separate border operations—Operation Jump Start and Operation Phalanx—conducted by National Guard forces in Title 32 status from June 2006 to July 2008 and from June 2010 through September 30, 2011, respectively. Further, DOD estimated that it has cost about $10 million each year since 1989 to use active duty Title 10 forces nationwide, through its Joint Task Force-North, in support of drug law enforcement agencies with some additional operational costs borne by the military services. Agency officials stated multiple benefits from DOD’s increased border role, such as assistance to the Department of Homeland Security (DHS) Border Patrol until newly hired Border Patrol agents are trained and deployed to the border; providing DOD personnel with training opportunities in a geographic environment similar to current combat theaters; contributing to apprehensions and seizures and deterring other illegal activity along the border; building relationships with law enforcement agencies; and strengthening military-to-military relationships with forces from Mexico.GAO found challenges for the National Guard and for active-duty military forces in providing support to law enforcement missions. For example, under Title 32 of the United States Code, National Guard personnel are permitted to participate in law enforcement activities; however, the Secretary of Defense has precluded National Guard forces from making arrests while performing border missions because of concerns raised about militarizing the U.S. border. As a result, all arrests and seizures at the southwest border are performed by the Border Patrol. Further, DOD officials cited restraints on the direct use of active duty forces, operating under Title 10 of the United States Code in domestic civilian law enforcement, set out in the Posse Comitatus Act of 1878. In addition, GAO has reported on the varied availability of DOD units to support law enforcement missions, such as some units being regularly available while other units (e.g., ground-based surveillance teams) may be deployed abroad—making it more difficult to fulfill law enforcement requests.Federal officials stated a number of broad issues and concerns regarding any additional DOD assistance in securing the southwest border. DOD officials expressed concerns about the absence of a comprehensive strategy for southwest border security and the resulting challenges to identify and plan a DOD role. DHS officials expressed concerns that DOD’s border assistance is ad hoc in that DOD has other operational requirements. DOD assists when legal authorities allow and resources are available, whereas DHS has a continuous mission to ensure border security. Further, Department of State and DOD officials expressed concerns about the perception of a militarized U.S. border with Mexico, especially when Department of State and Justice officials are helping civilian law enforcement institutions in Mexico on border issues.Why GAO Did This StudyDHS reports that the southwest border continues to be vulnerable to cross-border illegal activity, including the smuggling of humans and illegal narcotics. Several federal agencies are involved in border security efforts, including DHS, DOD, Justice, and State. In recent years, the National Guard has played a role in helping to secure the southwest land border by providing the Border Patrol with information on the identification of individuals attempting to cross the southwest land border into the United States.   • Private Security Contractors: DOD Needs to Better Identify and Monitor Personnel and Contracts

    What GAO Found The Department of Defense (DOD) has been unable to comprehensively identify private security contractor (PSC) contracts and personnel supporting contingency, humanitarian, peace-keeping, or other similar operations, limiting DOD's ability to readily and accurately identify the use of PSCs. DOD uses PSCs, which include companies and their personnel, hired to provide security services for the U.S. government. However, neither DOD nor GAO was able to use DOD's three PSC data sources to readily determine the universe of PSCs, the type of operation or exercise they support, or their functions, activities, and armed or unarmed status. For example, queries of DOD databases using the term “security guard” to identify PSC personnel excluded eight other job titles that may also perform private security functions. DOD has not comprehensively determined and communicated the contracted activities that fall within its definition of private security functions. Further, DOD does not have a means of readily identifying the contracts and personnel performing those activities in data sources. Without better identifying and tracking its PSC contracts and personnel, DOD will not be able to accurately determine its use of PSCs. Since 2009, DOD has established an oversight framework for its use of PSC contracts, but has not fully monitored the implementation of this framework. DOD's framework distributes oversight functions across the department as well as to organizations outside the department (see fig.). Roles and Functions of Entities to Oversee DOD's Use of Private Security Contractor (PSC) Contracts and Personnel However, DOD has not fully monitored whether and how it and the other entities have carried out their PSC oversight roles and functions. For example, GAO reviewed data for deployed contractor personnel with the job title of “security guard” and found that about 12 percent of those individuals were employed by companies not on a DOD list of certified PSC companies. Independent, third-party certification is a key oversight mechanism DOD relies on to ensure it contracts with companies that use approved personnel hiring, screening, training, and reporting practices. DOD lacks a single, senior-level position assigned to fully monitor whether DOD and various entities are carrying out their respective PSC oversight roles and functions. Without assigning this position, DOD increases the risk of incidents that its framework aims to prevent.  Why GAO Did This Study During Operation Enduring Freedom in 2001–2014 and Operation Iraqi Freedom in 2003–2011, DOD significantly increased its use of PSCs. In 2008, the Swiss Government and the Red Cross issued the Montreux Document, which generally reaffirmed the obligation nations have to ensure that their PSCs respect international humanitarian law. PSCs supporting DOD have faced international attention resulting from incidents allegedly involving their personnel. The National Defense Authorization Act for Fiscal Year 2020 included a provision for GAO to review DOD's use of PSCs. GAO assessed the extent to which DOD has (1) identified PSC contracts and personnel used to support contingency operations and (2) established a framework to oversee the department's use of PSC contracts. GAO analyzed DOD contract and personnel data for PSCs from 2009 through 2019, reviewed DOD guidance on PSC use, and conducted interviews with DOD officials and representatives from standards organizations.

  • Department of Defense: Actions Needed to Improve Accounting of Intradepartmental Transactions

    The Department of Defense (DOD) has a long-standing material weakness related to intradepartmental transactions. Intradepartmental transactions occur when trading partners within the same department engage in business activities—such as the Department of the Army as a seller and the Department of the Navy as a buyer within DOD. As part of the standard process of preparing department-wide financial statements, intradepartmental transaction amounts are eliminated to avoid overstating accounts for DOD. For the fourth quarter of fiscal year 2019, DOD eliminated approximately $451 billion of net intradepartmental activity. Auditors continue to report a material weakness related to DOD's processes for recording and reconciling intradepartmental transaction amounts that are necessary to eliminate the transactions and prepare reliable consolidated financial statements. DOD has identified implementation of the Government Invoicing (G-Invoicing) system as its long-term solution to account for and support its intradepartmental activities. In fiscal year 2020, DOD issued a policy requiring all DOD components to use G-Invoicing's General Terms and Conditions (GT&C) functionality for initiating and approving GT&C agreements—a necessary step for using subsequent G-Invoicing functionalities (see figure). GAO found the use of this functionality varied among selected DOD components because of issues such as inconsistency in DOD policies and numerous changes to G-Invoicing system specifications. If DOD components do not implement the GT&C functionality, there is an increased risk of delay in full implementation of G-Invoicing to help remediate the intradepartmental eliminations material weakness. General Terms and Conditions Agreement Process in Government Invoicing Although DOD has identified G-Invoicing as its long-term solution, GAO found that DOD has not implemented an overall department-wide strategy to address its intradepartmental eliminations material weakness in the short term. Further, GAO found that while DOD issued a department-wide policy in May 2019 with new requirements for reconciling intradepartmental transactions, the Defense Finance and Accounting Service and selected DOD components have not updated their policies or implemented several of the new requirements. Without a short-term strategy that includes identifying the causes of issues and consistently implementing department-wide policies across DOD, DOD's efforts to resolve differences in intradepartmental transaction amounts—including its efforts in the long term—will likely be inefficient and ineffective. Since 1995, GAO has designated DOD financial management as high risk because of pervasive weaknesses in its financial management systems, controls, and reporting. DOD's long-standing intradepartmental eliminations material weakness reflects DOD's inability to adequately record and reconcile its intradepartmental transactions, and has affected DOD's ability to prepare auditable financial statements. GAO was asked to evaluate DOD's process for performing intradepartmental eliminations. This report examines the extent to which DOD has (1) identified and taken steps to address issues related to intradepartmental eliminations and (2) established and implemented policies and procedures related to intradepartmental eliminations. GAO interviewed DOD officials about intradepartmental eliminations processes and reviewed DOD policies and procedures to identify the extent to which procedures have been implemented to record and reconcile intradepartmental transactions. GAO is making five recommendations to DOD, including that DOD should (1) take actions to ensure that its components follow its policy for using G-Invoicing's GT&C functionality and (2) develop short-term solutions that address causes for trading partner differences before G-Invoicing is fully implemented.   • Rebuilding Iraq: Actions Needed To Improve Use of Private Security Providers

    The United States is spending billions of dollars to reconstruct Iraq while combating an insurgency that has targeted military and contractor personnel and the Iraqi people. This environment created a need for those rebuilding Iraq to obtain security services. GAO evaluated the extent to which (1) U.S. agencies and contractors acquired security services from private providers, (2) the U.S. military and private security providers developed a working relationship, and (3) U.S. agencies assessed the costs of using private security providers on reconstruction contracts.The civilian U.S. government agencies and reconstruction contractors in Iraq that GAO evaluated have obtained security services, such as personal and convoy security, from private security providers because providing security to them is not the U.S. military's stated mission. U.S. military forces provide security for those Department of Defense (DOD) civilians and contractors who directly support the combat mission. In Iraq, the Department of State and other federal agencies contract with several private security providers to protect their employees. Under their contracts, contractors rebuilding Iraq are responsible for providing their own security and have done so by awarding subcontracts to private security providers. As of December 2004, the agencies and contractors we reviewed had obligated more than $766 million for private security providers. The contractors' efforts to obtain suitable security providers met with mixed results, as they often found that their security provider could not meet their needs. Overall, GAO found that contractors replaced their initial security providers on more than half the 2003 contracts it reviewed. Contractor officials attributed this turnover to various factors, including the absence of useful agency guidance. While the U.S. military and private security providers have developed a cooperative working relationship, actions should be taken to improve its effectiveness. The relationship between the military and private security providers is one of coordination, not control. Prior to October 2004 coordination was informal, based on personal contacts, and was inconsistent. In October 2004 a Reconstruction Operations Center was opened to share intelligence and coordinate military-contractor interactions. While military and security providers agreed that coordination has improved, two problems remain. First, private security providers continue to report incidents between themselves and the military when approaching military convoys and checkpoints. Second, military units deploying to Iraq are not fully aware of the parties operating on the complex battle space in Iraq and what responsibility they have to those parties. Despite the significant role played by private security providers in enabling reconstruction efforts, neither the Department of State, nor DOD nor the U.S. Agency for International Development (USAID) have complete data on the costs of using private security providers. Even at the contract level, the agencies generally had only limited information readily available, even though agency and contractor officials acknowledged that these costs had diverted a considerable amount of reconstruction resources and led to canceling or reducing the scope of some projects. For example, in March 2005, two task orders for reconstruction worth nearly $15 million were cancelled to help pay for security at a power plant. GAO found that the cost to obtain private security providers and security-related equipment accounted for more than 15 percent of contract costs on 8 of the 15 reconstruction contracts it reviewed.

  • Low-Income Workers: Millions of Full-Time Workers in the Private Sector Rely on Federal Health Care and Food Assistance Programs

    The 12 million wage-earning adults (ages 19 to 64) enrolled in Medicaid—a joint federal-state program that finances health care for low-income individuals—and the 9 million wage-earning adults in households receiving food assistance from the federal Supplemental Nutrition Assistance Program (SNAP) shared a range of common labor characteristics. For example, approximately 70 percent of adult wage earners in both programs worked full-time hours (i.e., 35 hours or more) on a weekly basis and about one-half of them worked full-time hours annually (see figure). In addition, 90 percent of wage-earning adults participating in each program worked in the private sector (compared to 81 percent of nonparticipants) and 72 percent worked in one of five industries, according to GAO’s analysis of program participation data included in the Census Bureau’s 2019 Current Population Survey. When compared to adult wage earners not participating in the programs, wage-earning adult Medicaid enrollees and SNAP recipients in the private sector were more likely to work in the leisure and hospitality industry and in food service and food preparation occupations. Estimated Percentage of Wage-Earning Adult Medicaid Enrollees and Supplemental Nutrition Assistance Program (SNAP) Recipients Working at Least 35 Hours per Week, by Number of Weeks Worked in 2018 GAO’s analysis of February 2020 program data from 15 agencies—six Medicaid agencies and nine SNAP agencies—across 11 states shows that a majority of working adult Medicaid enrollees and SNAP recipients in these states worked for private sector employers. GAO’s analysis also shows that the percentage of working adult Medicaid enrollees and SNAP recipients working for any one employer did not exceed 4 percent in any state that provided data. Most working adults in the programs worked for private sector employers concentrated in certain industries, including restaurants, department stores, and grocery stores. Smaller percentages of working adults in each program in these states worked outside the private sector. For example, less than 10 percent worked for public sector employers, such as state governments, the U.S. Postal Service, or public universities; others worked for nonprofit organizations, such as charities, hospitals, and health care networks, or were self-employed. In October 2020, GAO issued a report entitled Federal Social Safety Net Programs Millions of Full-Time Workers Rely on Federal Health Care and Food Assistance Programs (GAO-20-45.) This testimony summarizes the findings of that report, which examined (1) what is known about the labor characteristics of wage-earning adult Medicaid enrollees and SNAP recipients, and (2) what is known about where wage-earning adult Medicaid enrollees and SNAP recipients work. To answer these questions, GAO analyzed recent Census Bureau data on the labor characteristics of working adults in the two programs. GAO also analyzed recent (Feb. 2020) non-generalizable data on the employers of working adult Medicaid enrollees and SNAP recipients obtained from 15 state agencies across 11 states. GAO selected state agencies that (1) collected, verified, and updated the names of Medicaid enrollees’ and SNAP recipients’ employers; and (2) could extract reliable data.   • Afghanistan: Changes to Updated U.S. Civil-Military Strategic Framework Reflect Evolving U.S. Role

    What GAO Found Although the October 2012 and the August 2013 versions of the U.S. Civil-Military Strategic Framework for Afghanistan have similarities, the two versions differ in several aspects. These differences reflect, among other things, the U.S. government's heightened emphasis on the transition, through the end of 2014, of security responsibility for Afghanistan to Afghan security institutions and the Afghan National Security Forces as well as the transition in U.S. policy toward a more traditional diplomatic and development model. Both versions of the framework address four categories of U.S. efforts in support of U.S. national goals in Afghanistan, with security, the first category, as the foundation for the other three categories, or "pillars"--governance, rule of law, and socioeconomic development. Both versions also address the same crosscutting issues. Differences between the two versions include the following: In the August 2013 version, the framework's function and statement of U.S. national goals have been modified to reflect changes in U.S. civilian and military efforts during and after the transition.  The August 2013 version contains new information about the U.S.-Afghan partnership during the transition.  The August 2013 version includes new, transition-focused subsections for each of the three strategic pillars--governance, rule of law, and socioeconomic development--assessing the impact of reduced U.S. resources and presence on U.S. objectives and priorities.  The August 2013 version provides fewer details about the future U.S. government footprint in Afghanistan, reflecting uncertainty affecting the U.S. post-2014 strategy.  The August 2013 version replaces a section about measuring progress with a new section about civil-military cooperation.  The August 2013 framework excludes a list of strategic risks and of factors that could mitigate those risks. Why GAO Did This Study Section 1220 of the National Defense Authorization Act for Fiscal Year 2013 (NDAA) mandates GAO to report on any substantial updates to the campaign plan for Afghanistan, which the U.S. Civil-Military Strategic Framework for Afghanistan has replaced.
